En virtud de este convenio, el ejército del Ecuador se compromete a garantizar la seguridad de las instalaciones petroleras y de las personas que trabajan en ellas "mediante un patrullaje, desplazamientos terrestres y fluviales en la jurisdicción de la # ivisión y de la Fuerza de Tarea II, para efectuar misiones de información y contraespionaje, para controlar armas y explosivos y personas indocumentadas en su jurisdicción, y crear una red de comunicaciones"
