وبغية تسريع البدء في العملية الانتخابية، ينبغي للسلطات الوطنية تيسير تدابير من بينها توسيع نطاق أنشطة لجنة الانتخابات المستقلة واللجنة الوطنية للإشراف على عملية تحديد الهوية ليشمل جميع أرجاء البلد.

In order to speed up the initiation of the electoral process, the national authorities should facilitate, among other measures, the extension throughout the country of the activities of the Independent Electoral Commission and of the National Commission for the Supervision of Identification.
