وتحققت تحسينات كبيرة في النظام العام للضمان الاجتماعي الصحي، فازداد عدد المشتركين في النظام الصحي المدعم بـ 2.2 مليون شخص وازداد عدد المشتركين في النظام العادي بـ 000 593 شخص، كما ييسر اشتراك النساء ذوات الدخل المنخفض في النظام، ومُنحت الأولوية في التأمين الصحي لأضعف الفئات مثل الحوامل والمرضعات وأفقر الناس ورئيسات الأسر والسكان الأصليين والمراهقات والمواليد وتحديد المستفيدين المحتملين، وإدماج الأطفال المسيبين والسكان الأصليين والسكان المشردين وجماعات السكان الأصليين والسكان المعوقين والخلايا الأسرية للأمهات المجتمعيات والمسنين الذين ترعاهم دور العجزة والسكان الريفيين المهاجرين،

The affiliation of low-income women in the system has been facilitated; priority is given to insuring the most vulnerable groups, including pregnant women and nursing mothers, the poorest of the poor, women heads of household, indigenous women, adolescents and newborns, and to identifying potential beneficiaries. The groups to be covered include the population of abandoned children, the indigent population, displaced persons, indigenous communities, the demobilized population, family groups under the care of house-mothers, the elderly in nursing homes and the migrant rural population.

Así mismo se ha facilitado la afiliación de mujeres de escasos recursos al sistema, priorizando el aseguramiento de los grupos más vulnerables como son las madres gestantes y lactantes, los más pobres, las mujeres cabeza de familia, los indígenas, las adolescentes y los recién nacidos y la identificación de potenciales beneficiarios, y que incorpora entre los grupos a incluir a la población infantil abandonada, la población indigente, la población en condiciones de desplazamiento forzado, las comunidades indígenas, la población desmovilizada, los núcleos familiares de las madres comunitarias, las personas de la tercera edad en protección de ancianatos y la población rural migratoria.
