وفي 13 شباط/فبراير 2008، استُدعي صاحب البلاغ إلى دائرة الشؤون الداخلية التابعة لدائرة غوميل السوفيتية حيث حُررت وثيقة تفيد بأن صاحب البلاغ قد ارتكب مخالفة إدارية بموجب المادة 23-34، الجزء 2، من قانون المخالفات الإدارية (انتهاك الأمر المتعلق بتنظيم أو إجراء تجمع جماهيري أو اعتصام).

On 13 February 2008, the author was summoned to the Department of Internal Affairs of the Soviet District of Gomel, where a record stating that he had committed an administrative offence under article 23.34, part 2, of the Code of Administrative Offences (breach of the order for organization or conduct of a mass action or picket) was drawn up.
