وقد شككت اللجنة الاستشارية في الأساس المنطقي لاستخدام الأرصدة غير المرتبط بها والفائض المأذون باستبقائه لتمويل التأمين الصحي بعد انتهاء الخدمة، إلا أنها أشارت إلى أنه ليس لديها اعتراض على التحويلات المقترحة من احتياطات التأمين الصحي والتعويضات إلى صندوق احتياطي للتأمين الصحي بعد انتهاء الخدمة يكون منفصلا بصورة مستقلة، شريطة التأكيد أن هذا المبلغ الذي تم تحويله على هذا النحو لا ينتظر أن يلزم مستقبلا لتغطية تكاليف الخدمات الطبية وخدمات طب الأسنان وتكاليف مطالبات التعويض.

The Advisory Committee questioned the rationale for utilizing unencumbered balances and retained surplus to fund after-service health insurance, but indicated that it had no objection to the proposed transfers from the health insurance and compensation reserves to an independently segregated reserve fund, provided that assurance was received that it is not anticipated that the amounts so transferred will be needed to meet medical and dental and compensation claim costs in the future.

Le Comité consultatif n’a pas été convaincu par les arguments avancés pour justifier l’affectation éventuelle des soldes inutilisés et des excédents reportés au financement de l’assurance maladie après la cessation de service, mais n’a vu aucun inconvénient à ce que des montants soient virés, comme il était proposé, des réserves constituées au titre de l’assurance maladie et du Fonds d’indemnisation à un fonds de réserve distinct, à condition qu’il ait la garantie que ces montants ne feraient pas défaut ultérieurement pour répondre aux demandes de remboursement de frais médicaux ou dentaires ou d’indemnisation.

Консультативный комитет поставил под сомнение обоснованность использования неизрасходованных и разрешенных к удержанию остатков средств для финансирования программы медицинского страхования после выхода в отставку, однако отметил, что не возражает против предложенного перечисления средств из резервов на медицинское страхование и возмещение расходов в отдельно созданный резервный фонд при условии получения заверений в том, что не предполагается возникновения в будущем потребности в использовании этих средств для покрытия расходов на медицинское и стоматологическое обслуживание и для возмещения расходов по заявлениям на пособия.
