MAC recommends that the federal government: − support the mining industry in addressing the urgency of providing provincial/territorial offsetting adjustments to neutralize any increase in mining revenues resulting from the implementation of Budget 2003; − increase the new federal exploration tax credit from 10% to 20%; − modernize the Canadian Exploration Expense (CEE) definition; and − provide full deductibility of provincial mining taxes and royalties, which may be compromised by the re-introduction of Regulation 3900.

Selon une autre analyse produite pour l’AMC par AnalysisWorks, d’ici à ce que les provinces prennent des mesures, leurs taux nets d’impôt sur le revenu des nouvelles mines augmenteront, et l’augmentation sera plus importante au cours de la période de mise en application graduelle pour les mines qui sont bien établies. La modification de l’impôt fédéral et provincial net sur le revenu des mines établies fera augmenter les impôts à payer.
