In Spain this is known as institutional filibustering and is tantamount to hoping to arrest the progress of the vessel of the European Union and there are two words behind this - one is subsidiarity and, paradoxically, the other is globalization. And between Scylla and Charybdis a realistic policy must be put into practice as my colleague from the Socialist group, Mr Verdi i Aldea, so rightly said.

Detta kallar vi i Spanien för institutionellt fribryteri, det är att önska att Europeiska unionen inte går vidare, och bakom detta ligger två ord: det ena subsidiaritetsprincipen och det andra paradoxalt nog globaliseringen, och mellan Skylla och Charybdis borde vi, som vår kollega i socialistgruppen, Verde i Aldea, mycket riktigt sagt, tillämpa en realistisk politik.
