Should the citizens of the Community of the Basque Country and the Autonomous Community of Navarre freely decide, in the future, to set up a joint political structure, a process of political negotiation between their respective institutions shall be established in common agreement in order to articulate a new framework of organisation and political relations which will be ratified finally by the citizens of both Communities.

Si en el futuro, los ciudadanos y ciudadanas de la Comunidad de Euskadi y los de la Comunidad Foral de Navarra decidieran libremente conformar una estructura política conjunta, se establecerá, de común acuerdo, un proceso de negociación política entre las Instituciones respectivas para articular un nuevo marco de organización y de relaciones políticas que, en último término, deberá ser ratificado por la ciudadanía de ambas Comunidades.

Si à lavenir, les citoyens de la Communauté du Pays Basque et ceux de la Communauté de Navarre décidaient librement de former une structure politique conjointe, un processus de négociation politique sera établi dun commun accord entre les Institutions respectives afin darticuler un nouveau cadre dorganisation et de relations politiques qui, en dernier ressort, devra être ratifié par lensemble des citoyens des deux Communautés.
