· To tackle this problem the Electoral Tribunal agreed with the Panamanian Ministry of Foreign Affairs to appoint a vice-consul in San Vito, paid for by the Tribunal, to perform the duties of a civil registrar and be responsible for registering without charge and in a timely manner all live births, i.e. the children of Panamanian mothers.

· Para hacer frente a este problema, el Tribunal Electoral convino con el Ministerio de Relaciones Exteriores panameño, en nombrar a un vicecónsul en San Vito, pagado por el Tribunal Electoral, quien, con funciones de registrador civil, se encarga de inscribir gratis y oportunamente, a todos los nacidos vivos, hijos o hijas de madres panameñas.

· Pour faire face à ce problème, le Tribunal Electoral a décidé, en accord avec le ministère des Affaires étrangères du Panama, de nommer un vice-consul à San Vito, payé par le Tribunal électoral. Cet officier d’état civil se charge d’enregistrer gratuitement, et en temps opportun, toutes les naissances des enfants dont la mère est panaméenne.
