Urges States to establish national programmes to promote the access, without any discrimination, of people of African descent, Mestizos, migrants and other ethnic, racial, cultural, linguistic and religious groups, minorities, and indigenous peoples, where they exist, to education, medical care and other social services and to eliminate by the year # the disparities these groups experience, inter alia in infant mortality rate, childhood immunization, HIV/AIDS, heart disease, cancer and contagious diseases
