Prior to these dates it is necessary to indicate the meeting, on 3rd and 6th June 1998 in Paris, of the Intergovernmental Council of the International Hydrologic program where, according to its Rough draft of Resolution XIII-4, the works of the group of experts on water of the program Valencia Tercer Milenio-UNESCO were authenticated, setting out Valencia as headquarters of the International Center for the Prevention and Management of the Conflicts of Water

Con anterioridad a estas fechas hay que señalar la reunión, entre los días 3 a 6 de junio de 1998 en París, del Consejo Intergubernamental del programa Hidrológico Internacional donde, según queda en el Borrador de Resolución XIII-4, se refrendaron los trabajos del grupo de expertos sobre el agua del programa Valencia Tercer Milenio-UNESCO, proponiéndose Valencia como sede del Centro Internacional para la Prevención y Gestión de los Conflictos del Agua.
