· Anyone (whether an Austrian citizen or not) who resides in Austria – or in the absence of a permanent residence, has a habitual abode in Austria – and has filed a job placement application with the AMS, and is available to take a job (essentially, anyone who is practically and legally able to accept employment immediately and is fit and willing to work), irrespective of whether they are drawing benefits under the Unemployment Insurance Law, or whether they are already employed.
