وينبغي لهذا الغرض، أن تؤخذ مدى خطورة الحقائق بعين الاعتبار علاوة على الظروف الأخرى ذات الصلة، مثل وجود رابط حقيقي وفعال بين هؤلاء الأشخاص والدولة المعنية.
