북한 정부는 지난해에도 모든 탈북자를 형무소 또는 교화소에 수감한다는 정책을 시행한 것으로 전해진다. 「전환의 목격자」에 따르면, 2004년에 조사된 탈북 성공자의 약 4분의 1이 최종적으로 탈북에 성공하기 이전에 한 차례 이상 중국에서 체포되어 북한으로 송환된 적이 있는 것으로 밝혔다고 한다.
