إن حكومة العراق ترى أن الوقت قد حان لنقل هذا الملف من مجلس الأمن إلى التعاون الثنائي بين العراق والكويت، لا سيما وأن آليات العمل الثنائي خلال الفترة السابقة قد أعقبت سقوط النظام السابق كانت مثمرة وبنّاءة، وأن تقارير الأمين العام التي صدرت خلال تلك الفترة كانت تشير إلى ذلك، وتؤكد جميعها على أن اللجنة الثلاثية تمثل الآلية الأساسية في التعامل مع هذا الملف.

The Government of Iraq believes that the time has come to transfer this file from the Security Council and for Iraq and Kuwait to deal with it together, particularly in view of the fact that the mechanisms for bilateral cooperation that came into being subsequent to the fall of the previous regime were both fruitful and constructive, as was attested by the reports of the Secretary-General that were issued during that period.

Le Gouvernement iraquien pense que le moment est venu de la retirer au Conseil de sécurité et que l’Iraq et le Koweït doivent la régler ensemble, d’autant plus que les mécanismes de coopération bilatérale instaurés au lendemain de la chute de l’ancien régime ont porté leurs fruits et ont été constructifs ainsi que l’attestent les rapports du Secrétaire général publiés pendant la période considérée.

Правительство Ирака полагает, что пришло время, когда Совету Безопасности следует передать этот вопрос Ираку и Кувейту, с тем чтобы они совместно занимались им, особенно с учетом того факта, что механизмы двустороннего сотрудничества, которые были созданы после падения предыдущего режима, являются продуктивными и конструктивными, о чем свидетельствуют доклады Генерального секретаря, изданные в течение этого периода.
