After studying the new situation brought about by the fall of the Second Empire and the beginning of a new stage in thc Franco-Prussian War, the General Council of the International decided on September 6, 1870 to issue a second address on the war, and for this purpose set up a commission consisting of Marx, Hermann Jung, George Milner and Auguste Serraillier.

Luego de estudiar la nueva situación que siguió a la caída del Segundo Imperio y al inicio de una nueva etapa en la Guerra Franco-prusiana, el Consejo General de la Internacional decidió el 6 de septiembre de 1870 publicar un segundo manifiesto sobre la guerra, y para este propósito nombró una comisión que se componía de Carlos Marx, Hermann Jung, George Milner y Auguste Serraillier.
