يؤكد من جديد الدور الرئيسي لبرنامج الأمم المتحدة المشترك المعني بفيروس نقص المناعة البشرية/متلازمة نقص المناعة المكتسب (الإيدز) في دعم العمليات الوطنية التي تشمل المجتمع المدني دعما ملموسا، لا سيما الفئات الرئيسية من السكان، والتأكد من صحة الأهداف الطموحة والشاملة وإدراجها في الخطط الوطنية المحددة التكاليف بحلول نهاية عام # ، كما قرر ذلك مجلس تنسيق البرنامج في اجتماعه العشرين، ويشجع جميع البلدان التي لم تحدد بعد أهدافا وطنية فيما يتعلق باستفادة الجميع من برامج الوقاية الشاملة على أن تفعل ذلك؛
