1.17 According to Article 8(4) of the decision of the European Ombudsman adopting implementing provisions(23), if the Ombudsman considers that the institution's detailed opinion on his draft recommendation is not satisfactory, he may draw up a special report to the European Parliament in relation to the instance of maladministration.
