The staff ratio of 0.2 per cent, defined in terms of the percentage of professional evaluation staff to overall organizational staff, and the funding level of the evaluation function at about 0.3 per cent of organizational expenditure are assessed to be inadequate to address the growing demand for coverage, quality and institutional support.
