At the time, the clash over the deficit/GDP ratio for 2019 between the then Italian Government and the EU had a seriously destabilising impact, especially on the bond yield spread and the markets, also in the light of the EU’s negotiating position and its estimates, which were much higher than those set out by the Italian Government in its draft budget; in view of this, and of the final figure recently published by ISTAT, can the Commission say: 1. why its economic forecast for Italy’s deficit differed so much from the final figures; 2. whether it does not agree that this over-estimate of the calculations may have fuelled the negative perception the markets had of Italy’s public finances and that this may have had destabilising effects on the spread and on the Italian system in general?
