The appointment was made concurrent with the full establishment of the Palestinian Authority, in accordance with the Declaration of Principles on Interim Self-Government Arrangements and the Agreement on the Gaza Strip and the Jericho Area signed by Israel and the Palestine Liberation Organization in September 1993 and May 1994, respectively.
