وتنص المادة 8 من النظام الأساسي للمحكمة الدولية ليوغوسلافيا السابقة في الجزء المتعلق بهذا الموضوع، على أن “يشمل اختصاص المحكمة الدولية من حيث الزمان الفترة التي تبدأ من 1 كانون الثاني/يناير 1991”.
