As a result of the reform, the President may restrict freedom to travel and have individuals arrested in their homes or in such places as are determined by law, and may also suspend or restrict the right to freedom of assembly; With regard to the state of catastrophe, the reform abolished the President's authority to restrict the movement of persons, the transport of merchandise, labour rights and freedom of information and opinion

En relación al estado de sitio, la reforma eliminó la facultad del Presidente para: trasladar a las personas de un lugar a otro; restringir el ejercicio de la libertad de información y opinión. A partir de la reforma el Presidente puede: restringir la libertad de locomoción y arrestar a las personas en su morada o en lugares que la ley determine, puede también suspender o restringir el derecho de reunión
