يؤدي البرنامج الإنمائي ثلاثة أدوار فيما يختص بالصناديق الإنسانية المشتركة، على النحو التالي: دور الوكيل الإداري الذي يؤديه مكتب الصناديق الاستئمانية المتعددة الشركاء التابع للبرنامج الإنمائي، ودور الوكيل المسير الذي يؤديه المكتب القطري للبرنامج الإنمائي، ودور المنظمة المشاركة عند تلقي الأموال من الصندوق الإنساني المشترك.
