As Kim Dae-jung legally started his political activities in February 1980, his competition against Kim Young-sam became so fierce as to cause splitting of New Democratic Party. Kim Jong-pil of Republican Party simply watched the trial of strength between the opposition party and new military group. While the political circles failed to gather their power, the new military group devised a plan to send military troops to major cities around the nation.
