وتهدف هذه الخدمات إلى التشجيع على الإنجاب المرغوب فيه في أنسب وقت للطفل والأم والأسرة، وإلى الاهتمام بالأزواج العاجزين عن الإنجاب لمساعدتهم على تحقيق رغبتهم في أن يكون لهم العدد الذي يريدونه من الأطفال.
