ولكن وبما أن تشغيل هاتين المؤسستين يستند إلى المواد المنصوص عليها في الاتفاق، التي لا تتضمن في الوقت الحالي أي إشارة صريحة إلى الالتزامات في مجال حقوق الإنسان، فربما يكون من الأكثر صراحة وفائدة تعديل هذه المواد لتتضمن مثل هذه الأحكام.
