„(1) Die Vorschriften für das Verfahren vor der Dienststelle, die die mit der Beschwerde angefochtene Entscheidung erlassen hat, sind im Beschwerdeverfahren entsprechend anwendbar, soweit nichts anderes vorgesehen ist.
