In a 2014 report on the right to privacy in the digital age (A/HRC/27/37), the Office of the United Nations High Commissioner for Human Rights (OHCHR) examined the protections afforded by international human rights law regarding privacy, including the meaning of “interference with privacy” in online communications, the definition of “arbitrary and unlawful” interference in this context and the question of whose rights are protected, and where.
