وفي 28 تشرين الأول/أكتوبر، وقع الزعماء السياسيون لأحزاب البوسنة والهرسك الستة ”إعلان موستار“ بشأن الوفاء بالتزامات تنفيذ إصلاح الشرطة بهدف التوقيع بالأحرف الأولى والتوقيع النهائي على اتفاق تحقيق الاستقرار والانتساب، وفي 22 تشرين الثاني/نوفمبر على ”خطة عمل لتنفيذ إعلان موستار“.

On 28 October, the six Bosnia and Herzegovina party political leaders signed the “Mostar Declaration” on honouring the commitments for the implementation of police reform with the aim of initialling and signing the Stabilization and Association Agreement and, on 22 November, the Action Plan for Implementation of the Mostar Declaration.

El 28 de octubre, los dirigentes de los seis partidos políticos de Bosnia y Herzegovina firmaron la Declaración de Mostar relativa al cumplimiento de los compromisos de aplicación de la reforma de la policía con el fin de rubricar y firmar el Acuerdo de Estabilización y Asociación y, el 22 de noviembre, firmaron el plan de acción para la aplicación de la Declaración de Mostar.

Специальный представитель ЕС активно контактировал с политическими лидерами Боснии и Герцеговины. 28 октября политические лидеры шести партий Боснии и Герцеговины подписали «мостарскую декларацию», подтвердив взятые обязательств реформировать полицию в целях парафирования и подписания Соглашения о стабилизации и ассоциации (ССА), а 22 ноября — «план действий по осуществлению мостарской декларации».
