Upon enquiry, the Advisory Committee was informed that the term “conduit” referred to the fact that the Corporation would be the legal entity issuing the bonds and paying creditors, whereas the United Nations would bear all costs (under its statute, the Corporation has specific rights to issue bonds on behalf of the United Nations).
