Where it is uncertain whether the project will cause significant environmental effects or is likely to cause significant adverse environmental effects that may be justified under the circumstances, the project must be referred to a panel review, an advisory committee or a mediator prior to a decision.

Le projet ne doit pas engendrer d'effets environnementaux négatifs pour que l'ACDI puisse accorder une aide financière. Quand on ignore si le projet entraînera des effets environnementaux importants ou s'il est susceptible d'avoir un important impact négatif qui peut être justifié dans les circonstances, on doit le renvoyer à une commission d'examen ou à un médiateur, avant de prendre une décision.
