حماية موظفي الأمم المتحدة والعاملين في ميدان الإغاثة الإنسانية، وممثلي المنظمات غير الحكومية ووسائط الإعلام الدولية، وضمان حرية الحركة والتنقل لجميع المشاركين في العمل الإنساني وضمان وصولهم بأمان ودون عائق إلى المدنيين الذين يحتاجون إلى الحماية والمساعدة الإنسانية؛

To protect United Nations personnel, humanitarian relief workers and representatives of non-governmental organizations and of the international media, and guarantee all persons involved in humanitarian action freedom of movement throughout the country and safe and unhindered access to civilians in need of protection and humanitarian assistance;
