Based on the information published in the media about the Mekedatu Hydro electric Project and other projects being taken up by the Government of Karnataka, the Hon'ble Chief Minister on 02.09.2013 urged the then Hon'ble Prime Minister requesting him to advise the Government of Karnataka not to take up any schemes including hydro electric projects in the Cauvery Basin of Karnataka without the prior consent of the Government of Tamil Nadu and also to advise the Ministry of Environment & Forests, Government of India, not to accord clearance to any Projects of Karnataka in the river Cauvery till a permanent monitoring mechanism viz., the Cauvery Management Board is formed.

காவேரி நீரவாரி நிகமம் என்ற அமைப்பின் வாயிலாக, கர்நாடக அரசு பல நவீனப்படுத்தும் திட்டங்களை செயல் படுத்த உள்ளதாக பத்திரிகைகளில் செய்திகள் வந்தவுடன் மாண்புமிகு முதலமைச்சர் அவர்கள் 03.09.2013ம் நாளிட்டு அன்றைய மாண்புமிகு பாரதப் பிரதமர் அவர்களுக்கு அனுப்பிய கடிதத்தில் காவேரி மேலாண்மை வாரியம் அமைக்கப்பட்டு செயல்படும் வரையில் கர்நாடக அரசும், அதன் காவேரி நீரவாரி நிகமமும் எந்த ஒரு திட்டத்தையும் செயல் படுத்தக்கூடாது எனவும், நவீனப்படுத்த உத்தேசித்துள்ள இரு திட்டங்களுக்கு விருப்பம் கோரும் அறிவிப்பை (Expression of Interest) நிறுத்தி வைக்க வேண்டும் எனவும், கர்நாடக காவேரிப் படுகையில் எந்த ஒரு திட்டத்திற்காகவும் இத்தகைய விருப்பம் கோரும் அறிவிப்பை வெளியிடக்கூடாது எனவும் உரிய அறிவுரை வழங்கும்படி கேட்டுக் கொண்டார்கள்.
