On February 13, 1924, the All-Russian Central Executive Committee (VTsIK) officially defined the South-East as the area comprising the territories of Don and Kuban Oblasts, Terek and Stavropol Governorates, the city of Grozny, and Kabardino-Balkar, Karachay-Cherkess, Adyghe-Cherkess, and Chechen Autonomous Oblasts and mandated its division into districts (raions) by the end of 1924.

El 13 de febrero de 1924 el Comité Ejecutivo Central de Todas las Rusias (VTsIK) definió oficialmente el Sudeste como el área que comprendía los territorios de los óblasts de Kuban y Don, las gubernias de Tersk y Stávropol, la ciudad de Grozni, y los óblasts autónomos de Kabardino-Balkaria, Karachái-Cherkesia, Adigué-Cherkesia y el Checheno y ordenó su división en distritos (raiones) a finales de 1924.
