فقد ذكَّرت وزارة خارجية جمهورية كوبا في مذكرتها المؤرخة 12 تشرين الثاني/ نوفمبر حكومة الولايات المتحدة بأن البلدين أكدا من جديد في الاتفاقات المتعلقة بالهجرة التي وقَّع عليها كلا البلدين في أيلول/سبتمبر 1994 حرصهما المشترك على منع خروج الأشخاص الخطرين من كوبا ممن يهددون أرواح الناس، وذكَّرتها كذلك بالتزامها التوقف عن منح اللجوء المؤقت لجميع المهاجرين الكوبيين الذين يفدون إلى أراضي الولايات المتحدة بطرق غير شرعية واتخاذ تدابير فعالة لوقف ومنع استخدام القوة من جانب أي شخص يحاول أن يصل إلى الولايات المتحدة قادما من كوبا بطائرة أو زورق يحوّل وجهته عنوة.

The Ministry of Foreign Affairs of the Republic of Cuba, in its note of 12 November, reminded the United States Government that in the immigration agreements signed between the two countries in September 1994, the two sides explicitly reaffirmed their common interest in preventing hazardous departures from Cuba that threaten human lives, while the United States pledged to discontinue the practice of granting provisional admission to Cuban migrants arriving on United States territory by irregular channels and to take effective measures to combat and prevent the use of violence by anyone attempting to reach, or having reached, the United States from Cuba through the forcible diversion of aircraft and vessels.

El Ministerio de Relaciones Exteriores de la República de Cuba recordó en su nota del 12 de noviembre al Gobierno de Estados Unidos que en los acuerdos migratorios suscritos entre ambos países en septiembre de 1994 quedó explícitamente reafirmado el interés común en impedir las salidas riesgosas desde Cuba que ponen en peligro las vidas humanas, así como el compromiso de Estados Unidos de descontinuar la práctica de otorgar la admisión provisional a todos los migrantes cubanos que lleguen al territorio de Estados Unidos por vías irregulares; y tomar las medidas efectivas para oponerse e impedir el uso de la violencia por parte de toda persona que intente llegar o que llegue a los Estados Unidos desde Cuba mediante el desvío forzoso de aeronaves y embarcaciones.

Dans sa note du 12 novembre, le Ministère des relations extérieures de la République de Cuba a rappelé au Gouvernement des États-Unis que dans les accords sur l’immigration qu’ils ont conclus en septembre 1994, les deux pays ont explicitement réaffirmé leur intérêt commun d’empêcher les départs à risques de Cuba qui mettent en danger des vies humaines, ainsi que l’engagement pris par les États-Unis de mettre fin à la pratique consistant à autoriser l’admission provisoire de tous les immigrants cubains qui arrivent sur le territoire des États-Unis de manière irrégulière et de prendre des mesures efficaces pour empêcher le recours à la violence par toute personne qui tente de se rendre aux États-Unis à partir de Cuba ou qui y parvient en détournant par la force un aéronef ou une embarcation.

В своей ноте от 12 ноября министерство иностранных дел Республики Куба напомнило правительству Соединенных Штатов, что в подписанных в сентябре 1994 года обеими странами соглашениях о миграции были недвусмысленно подтверждены общая заинтересованность в предотвращении рискованных случаев отбытия с Кубы, которые создают угрозу для жизни людей, а также обязательство Соединенных Штатов прекратить практику временного приема всех кубинских мигрантов, которые прибывают на территорию Соединенных Штатов неустановленным путем; в них заявлено также о готовности принять эффективные меры для противодействия насилию и воспрепятствования применению насилия любым лицом, пытающимся прибыть или прибывающим в Соединенные Штаты с Кубы с помощью насильственного изменения маршрута воздушных и морских судов.

古巴共和国外交部在11月12日给美国政府的照会中回顾,两国在1994年9月签署的各项移民协定中重申双方决意阻止冒着生命危险离开古巴的做法,而美国则承诺不再临时接纳通过非正规渠道抵达美国国境的所有古巴移民,并且采取有效措施,制止和阻止任何人使用暴力,通过强行使飞机和船只改变航向,从古巴抵达或意图抵达美国。
