Yoon has deep roots with NAKASEC. He was part of the founding of the organization in 1994, and played a critical role in NAKASEC-led campaigns during the early years. These included the 1995 "Justice for Immigrants" Washington Post ad campaign opposing anti-immigrant legislation, the first-ever nationally coordinated multi-faceted campaign to promote civic participation and electoral organizing in the Korean American community in 1996, Restoration of SSI Telegram Campaign, Restoration of Food Stamps Paper Plate Drive and Fix 96'.

1994년 미교협 창립의 주축으로 활동한 윤대중씨는 초기에는 미교협이 주도하는 야심찬 캠페인을 성공적으로 이루기위해 지역에서 중요한 역할을 담당하며 미교협을 지원하였다. 지역 커뮤니티의 지원을 바탕으로 미교협은 1995년 반이민정책을 반대하는 워싱턴 포스트지의 광고 켐페인 "이민자를 위한 정의"를 전개하였고 1996년에 코리안 아메리칸 커뮤니티의 시민 참여를 증진하고 조직적 선거 참여를 위한 최초의 전국적이며 다각적인 활동을 하였으며 그해에 웰페어(SSI)와 푸드스템프 복원을 확정하였다.
