Your remarks on disaffected young people are absolutely right , Huw : when I have met young people , particularly in Merthyr -- Pen-y-Dre High School helped us hugely in developing ` The Learning Country : Learning Pathways 14 to 19 ' -- a much repeated question is ` Miss , why is it that only the bad ones get to go canoeing ? ' That is a key issue for young people in Wales , which is why we want to consider different routes to encourage young people to have the opportunity to develop skills that are more suited to their temperament , and also to build on work on the environment
