(4) Stellt der Assoziationsrat fest, daß die Ersetzung eines Finanzzolls in der Türkei auf ernstliche Schwierigkeiten stösst, so ermächtigt er die Türkei, diesen Zoll unter der Voraussetzung beizubehalten, daß er spätestens am Ende der Übergangsphase beseitigt wird.

4. If the Council of Association finds that substitution for any customs duty of a fiscal nature meets with serious difficulties in Turkey, it shall authorize that country to retain the duty on condition that it shall abolish it not later than the end of the transitional stage.

(4) În cazul în care constată că înlocuirea unei taxe vamale cu caracter fiscal întâmpină dificultăți serioase în Turcia, Consiliul de asociere autorizează această țară să mențină taxa respectivă, cu condiția de a o elimina până la sfârșitul etapei tranzitorii.
