Die der Kommission gemäß Artikel 6 Absatz 2 der Verordnung (EWG) Nr. 574/86 der Kommission vom 28. Februar 1986 mit Durchführungsbestimmungen zum ergänzenden Handelsmechanismus (5), zuletzt geändert durch die Verordnung (EWG) Nr. 3296/88, am 10. Februar 1992 mitgeteilten Anträge auf Erteilung von EHM-Lizenzen für die Einfuhr von backfähigem Weichweizen nach Spanien beziehen sich insgesamt auf eine weit über den genannten Richtplafond hinausgehende Menge. Mit der Verordnung (EWG) Nr. 328/92 der Kommission vom 11. Februar 1992 über die seit dem 10. Februar 1992 eingereichten Anträge auf Erteilung von EHM-Lizenzen für die Einfuhr von Weichweizen in Spanien (6) wurden deshalb Sondermaßnahmen erlassen.

Whereas, on the basis of Article 6 (2) of Commission Regulation (EEC) No 574/86 of 28 February 1986 laying down detailed rules for the application of the supplementary trade mechanism (STM) (5), as last amended by Regulation (EEC) No 3296/88, the Commission has been notified on 10 February 1992 of applications received for STM licences for imports into Spain of common wheat of bread-making quality which are well in excess of the ceiling set; whereas measures were taken by Commission Regulation (EEC) No 328/92 of 11 February 1992 concerning applications for STM licences for cereals submitted on 10 February 1992 for imports of common wheat into Spain (6);

Overwegende dat de Commissie, op grond van artikel 6, lid 2, van Verordening (EEG) nr. 574/86 van de Commissie van 28 februari 1986 houdende vaststelling van de uitvoeringsbepalingen van de aanvullende regeling voor het handelsverkeer (5), laatstelijk gewijzigd bij Verordening (EEG) nr. 3296/88, op 10 februari 1992 op de hoogte is gebracht van aanvragen om ARH-certificaten voor de invoer in Spanje van zachte tarwe voor de broodbereiding, die betrekking hebben op een hoeveelheid die aanzienlijk groter is dan het bovengenoemde indicatieve invoerplafond; dat bijzondere maatregelen zijn vastgesteld bij Verordening (EEG) nr. 328/92 van de Commissie van 11 februari 1992 betreffende de aanvragen om ARH-certificaten die op 10 februari 1992 in de sector granen zijn ingediend voor invoer van zachte tarwe in Spanje (6);

Considerando que, nos termos do no 2 do artigo 6o do Regulamento (CEE) no 574/86 da Comissão, de 28 de Fevereiro de 1986, que determina as regras de execução do mecanismo complementar aplicável às trocas comerciais (5), com a última redacção que lhe foi dada pelo Regulamento (CEE) no 3296/88, foram comunicados à Comissão, no dia 10 de Fevereiro de 1992, pedidos de certificados MCT para importação de trigo mole panificável em Espanha que ultrapassam amplamente a quantidade indicativa citada; que foram adoptadas medidas especiais pelo Regulamento (CEE) no 328/92 da Comissão, de 11 de Fevereiro de 1992, relativo aos pedidos de certificados MCT apresentados em 10 de Fevereiro de 1992 no sector dos cereais para as importações de trigo mole em Espanha (6);
