وتولى إعداد البروتوكول الفريق العامل الذي تتولى تنسيقه مفوضية الأمم المتحدة لشؤون اللاجئين، والذي تتبعه الأمانة التنفيذية للجنة الوطنية المعنية باللاجئين، والإدارة الوطنية للهجرة، ومكتب المحامي العام للدولة، والأمانة التنفيذية المعنية بالأطفال والشباب والأسرة، والمنظمات الدولية وغير الحكومية المعنية.

Its preparation was the responsibility of the work group coordinated by the Office of the United Nations High Commissioner for Refugees, which included the Executive Secretariat of CONARE, the National Migrations Department (DNM), the DGN and SENAF, along with related international and nongovernmental organizations.
