In its 1996 Annual Report the Court identified a number of weaknesses in the management of the Fund: ( a ) the Banco Centroamericano de Integraci n Econ mica - ( BCIE ) ( 9 ) appropriated for itself higher remunerations at the expense of the project funds than foreseen in the Financing Agreement ( FA ); ( b ) BCIE provided the Commission with inadequate information; ( c ) monitoring by the Commission and the technical assistance was insufficient; ( d ) at the CommissionŐs request, amounts unduly charged by the BCIE have been transferred to the project fund.
