Regional cooperation has proven especially successful in mitigating risk in the Indo Asia Pacific, the report found. For example, the creation of the Indian Ocean Tsunami Warning and Mitigation System (IOTWS) in 2011 is a leading success story. Under the program, Australia, India and Indonesia issue tsunami bulletins to member states typically within 10 to 15 minutes of a seismic event capable of generating a tsunami. IOTWS is expected to save at least 1,000 lives a year over the next century, according to another ESCAP study. Meanwhile, 24 Indian Ocean countries have implemented tsunami warning centers.
