وفي حال تبين أنه من المستحيل إنشاء هذه الهيئة القضائية الدولية، يمكن النظر في إنشاء دوائر جنائية مختلطة لجمهورية الكونغو الديمقراطية تخضع لولاية محاكم الاستئناف ومحكمة العدل العليا.

Should it prove impossible to create an international tribunal, consideration could be given to establishing joint criminal chambers for the Democratic Republic of the Congo, which would come under the authority of the appeal courts and the Supreme Court of Justice.
