According to one desirable embodiment of the present invention, provided is the rapid hardening cement concrete composition comprising: the rapid hardening cement, an aggregate, and the reformulated sulfur binder, wherein the reformulated sulfur binder is a melted mixture of sulfur and a reformulating agent for sulfur further comprising 0.1 to 100 wt% of a dicyclopentadiene-based reformulating agent per 100 wt% of sulfur and 0.01 to 200 wt% of a heterocyclic amine or an alkylamine per 100 wt% of sulfur.
