واتفق المشاركون على ضرورة إعطاء الأولوية لإرساء إجراءات للتعاون عبر الحدود ومبادئ توجيهية للاتصال بين الوحدات المتخصصة في مكافحة المخدرات على الحدود؛ ووضع برامج تدريبية مشتركة لفائدة الموظفين العاملين في مجال إنفاذ القانون وموظفي الجمارك وتنفيذها؛ واستخدام الكلاب في الموانئ البحرية؛ وتشجيع الاستخدام الملائم لعمليات التسليم المراقَب؛ وإنشاء مركز خليجي للاستخبارات الجنائية؛ وتنظيم اجتماعات مشتركة على المستوى التنفيذي بين أفغانستان والبلدان المجاورة لرسم خطة عمل مشتركة واستراتيجية عملية لمنع تدفق أنهيدريد الخل وغيره من السلائف إلى أفغانستان؛ فضلا عن تنفيذ اتفاقيات الأمم المتحدة وسائر الاتفاقات الدولية لمكافحة غسل الأموال

Participants agreed that priority should be given to establishing cross-border cooperation procedures and guidelines for communication between specialized drug units at the border; developing and implementing joint training programmes for law enforcement and customs officials; introducing the use of dogs at seaports; promoting the appropriate use of controlled delivery operations; establishing a Gulf centre for criminal intelligence; organizing joint operational-level meetings between Afghanistan and neighbouring countries to develop a joint action plan and an operational strategy to prevent the flow of acetic anhydride and other precursors to Afghanistan; as well as implementing United Nations conventions and other international agreements against money-laundering

Convinieron en que se debía dar prioridad a establecer procedimientos de cooperación transfronteriza y de directrices para facilitar las comunicaciones entre las dependencias de fiscalización de drogas en las fronteras; elaborar y ejecutar programas conjuntos de capacitación de funcionarios policiales y aduaneros; promover la utilización de perros en los puertos marítimos; promover el uso apropiado de las operaciones de entrega vigilada; establecer un centro de inteligencia criminal en el Golfo; organizar reuniones a nivel operacional entre el Afganistán y sus países vecinos para elaborar un plan de acción y una estrategia operacional conjuntos encaminados a prevenir la circulación de anhídrido acético y otros precursores hacia el Afganistán, y aplicar las convenciones de las Naciones Unidas y demás acuerdos internacionales encaminados a combatir el blanqueo de capitales
