ويوجد مثال قيم على هذ النهج في الدعم التقني المتواصل الذي تقدمه الأمم المتحدة إلى مديرية الحماية المدنية والانتقال التدريجي من نظام مجموعات العمل الإنساني إلى نظام لتقديم الدعم إلى الحكومة والمكاتب المحلية لتمكينها من قيادة أعمال التأهب للطوارئ والتصدي لها.
