وذكرت السلطات الوطنية أنَّ مجلس الإفراج المشروط هو الذي يمنح الإفراج المشروط؛ في حين يمنح الوزير الإفراج المبكر بترخيص، ويصدر رئيس الوزراء العفو بناءً على مشورة المجلس التنفيذي الوطني.
