وتدرس المنظمة البحرية الدولية منذ فترة أيضا الثغرات المحتملة في نطاق تطبيق الفصل الحادي عشر - 2 من الاتفاقية الدولية لحماية الأرواح في البحر والمدونة الدولية لأمن السفن والمرافق المرفئية الذي يشمل سفن الركاب وسفن البضائع التي تصل حمولتها إلى 500 طن أو أكثر وتعمل في التجارة الدولية ووحدات الحفر البحرية المتنقلة التي لا تقوم على محطة.

IMO has also been examining possible loopholes in the scope of application of SOLAS chapter XI-2 and the International Ship and Port Facility Security Code, which cover passenger ships, cargo ships of 500 gross tonnage and above that are engaged in international trade and mobile offshore drilling units not on station.
