Thus Mohamed Seghir mobilized the ardor of many Algerian councilors for the making and signing of "Petition No. 30" dated July 18, 1920, where he protested with several of his colleagues to the Senate against the provisions of a bill tabled in the Chamber by the French Government on the regulation of the Indigénat system in Algeria and the accession of Algerians of origin to political rights.
